T-BOSIET is intended for personnel who are new to, or returning to, the offshore oil and gas industry and need to meet initial offshore safety and emergency-response training requirements in a tropical environment.

The programme prepares learners to understand the offshore operating environment and to respond appropriately when normal operations change into an emergency. It is designed to provide the fundamental knowledge and practical competence required before travelling to and working on offshore installations.

Four Mandatory Units

01 — OIS-01

Safety Induction

3 hours 20 minutes

 

Understand offshore operations, recognise the hazards and learn how offshore risk is controlled.

The Safety Induction establishes the learner's understanding of the offshore oil and gas environment before practical emergency-response training begins. Learners are introduced to the formation and production of hydrocarbons and to the different installations and vessels used in offshore operations, including jack-ups, semi-submersibles, drillships, fixed and floating production facilities, heavy-lift and pipe-laying vessels, flotels, standby vessels, support vessels and diving-support vessels. The unit also considers the remote and potentially harsh nature of the offshore environment.

The unit then develops an understanding of the principal offshore hazards. These include pressure hazards, moving machinery and equipment, chemicals and reservoir fluids including H₂S, electrical hazards, suspended loads and work at height, noise, hazardous atmospheres and confined spaces. Learners understand the relationship between hazard, risk and control and how different hazards can affect people, assets and operations.

Safety management is introduced through the multiple-barrier model, Safe Systems of Work, Personal Responsibility for Safety and safety-observation programmes. Learners also examine the hierarchy of control and practical risk-reduction measures such as reservoir and pipework isolation, blowout preventers, machine guarding, chemical protection, electrical isolation and fall protection.

The unit also covers offshore safety regulation and safety-management concepts. This includes legislation, legal responsibilities, Safety Case principles, auditing, verification of safety-critical systems, performance standards, ALARP and the role of health and safety authorities. Learners additionally explore the practical realities of living and working offshore, including medical fitness, prescribed medication, substance policies, PPE, work authorisation, Permit to Work, toolbox talks, safety meetings, drills, communication, incident reporting and the role of the offshore medic.

02 — OIS-81

Helicopter Safety & Escape — Tropical

4 hours 20 minutes

Prepare for offshore helicopter travel and develop practical competence for emergency evacuation and underwater escape.

OIS-81 begins with routine offshore helicopter travel. Learners understand pre-flight briefings and the procedures associated with arrival, correct dress, documentation, prohibited articles, check-in, safe boarding and pre-flight information. These routine procedures establish the foundation for safe passenger behaviour before emergency scenarios are introduced.

The unit then develops helicopter-emergency knowledge. Learners understand how to report suspected or observed abnormal conditions such as fire, smoke or fuel leakage, secure their seatbelt and lifejacket correctly, follow crew instructions, understand basic aircraft flotation characteristics and identify escape routes for ditching and emergency landing.

Emergency Preparation

Learners develop an understanding of the actions required before a helicopter ditching or emergency landing, including appropriate brace positions for different seating locations and harness types.

03 — OIS-03

Sea Survival and First Aid

6 Hours 20 Minutes

Move from offshore evacuation into survival craft, in-water survival, rescue and immediate first aid.

OIS-03 develops the learner's understanding of emergency evacuation from offshore installations. Training covers typical emergencies associated with installations such as FPSOs and drilling rigs, station bills, different means of escape and the actions required before, during and after evacuation. Learners also understand typical installation layouts, escape routes, temporary refuge, muster and abandonment points, alarms and communications, PPE and emergency organisational arrangements.

The unit also introduces offshore search-and-rescue arrangements and the methods used to recover personnel from the sea. Learners develop awareness of helicopter rescue, winchman duties, hi-line, single and double lifts, and recovery methods involving standby vessels, FRCs, MRRDs, nets, baskets and ladders.

TEMPSC

Learners develop an understanding of the various types of Totally Enclosed Motor Propelled Survival Craft — TEMPSC, including freefall, single and twin arrangements.

The practical training requires learners to: Muster, Don a lifejacket, Board the TEMPSC, Secure themselves as passengers.

The Product also addresses safety precautions during lowering and release and the emergency equipment and supplies carried onboard.

Emergency First Aid

OIS-03 includes emergency first-aid knowledge relevant to offshore survival situations. Learners understand first-aid arrangements and immediate response to bleeding, burns, chemical contact and exposure to heat or cold.

Training emphasises the need to assess the situation, avoid creating additional danger, make the area safe, assess casualties, attend to unconscious casualties and summon help as soon as possible.

04 — OIS-03

Firefighting and Self Rescue

3 Hours

Recognise the fire, raise the alarm, use the correct equipment and escape when visibility is lost.

OIS-04 introduces common offshore fire causes, including fires associated with personal electronic devices and batteries, domestic activities and welding. Learners understand the triangle of combustion and how heat spreads by conduction, convection and radiation.

The training also covers firefighting media including water, dry chemical, dry powder, foam and CO₂, together with the purpose of fixed fire and gas-detection systems and the precautions required around systems such as deluge and gaseous suppression.

Discovering a Fire

 

Learners understand the required emergency procedure when a fire is discovered.

This includes: Raising the alarm, Identifying available portable firefighting equipment, Evacuating to the designated area when required.

Portable Firefighting

Each learner must practise the operation of: Water or foam extinguishers and CO₂ extinguishers.

The practical exercises involve correctly operating handheld extinguishers against appropriate Class A or Class B fire scenarios.

 

Self Rescue

Learners develop an understanding of self-rescue equipment and techniques, including the selection and donning of smoke hoods and escape techniques with and without respiratory protection.

 

They also learn how small groups should escape from areas exposed to smoke and heat.

Reduced-Visibility Escape

Practical exercises require learners to don and use a smoke hood and perform self-rescue where visibility is reduced.

The exercise then progresses to environments where visibility is completely obscured, using controlled darkness, blacked-out smoke hoods or partial blindfolds as appropriate.

Finally, learners perform a small-group escape from a completely obscured environment, concluding with a muster exercise.

Suraksha Marine HUET Simulator

Train the escape in a controlled helicopter environment.

Product 5501 requires a HUET capable of reproducing representative offshore-helicopter escape conditions.

The trainer must provide at least four learner seats plus space for an instructor, a push-out window for each learner, representative window dimensions, controlled lowering onto and below the water, and the ability to rotate at least 180° in a controlled manner. It must also include an emergency stop or brake, rapid retrieval capability, representative helicopter seating and restraints, emergency learner-release arrangements and a nominated helicopter-style exit.

Establish the exit skill before the final capsize exercise.

An important assessment detail within the Product Standard is that although push-out windows are fitted for the final capsize exercise, the learner's ability to push out the window is assessed during the partial-submersion exercise.

Swimming Ability

You do not need to hide your swimming ability.

These groups must be clearly
identified during pool exercises.

The standard recognises: swimmers, weak swimmers and designated non-swimmers.

A maximum of two designated non-swimmer learners may participate in any one HUET pool exercise.

Inform Suraksha Marine of your swimming ability before practical training.

Shoulder Breadth Measurement

Where required locally, learners should hold a valid Shoulder Breadth Measurement before offshore helicopter travel.

Shoulder Breadth Measurement may be required depending on the applicable offshore aviation regime. Confirm your mobilisation requirement before booking.

Medical Requirements

Learners must be medically capable of participating fully.

T-BOSIET contains physically demanding and potentially stressful activities. Before taking part in practical training, learners must satisfy one of the accepted medical routes specified by OPITO.

Learners must satisfy an acceptable

medical-entry route, which may include:

  • valid offshore medical;

  • employer-approved equivalent;

  • fitness-to-work-at-sea certificate;

  • medical fitness for diving at work;

  • or appropriate screening through the OPITO-approved centre.

The learner and/or sponsoring company is responsible for declaring known medical conditions that could adversely affect participation. Where fitness is uncertain, the Centre should refer the learner to a medical professional familiar with the nature of the training.
